11月28日，来自澳大利亚维多利亚省交通部的John Gaffney博士为大家做了题为《Managed Motorways – A “System-Wide” Approach》的报告。
John Gaffney博士首先提出，为保证快速路的高效运转，应进行全程监管。同时，当前的交通管理与控制技术已经高速发展，但快速路的通行能力并没有得到最大程度的发挥，设计能力2000辆/车道/小时的路段在高峰时期往往只能达到1450辆/车道/小时，由此，交通管理与控制不应只是单纯地技术的增加。
接下来，John总结了不同时期交通问题的原因，指出当今形势下主要应该解决的交通问题，并以澳大利亚M1公路为案例，介绍了智能交通系统在实际情况中的综合应用，通过细致而形象的数据分析展示了应用效果，并提出未来的改进方向。

主讲人简介
John Gaffney is a Civil Engineer and Computer Programmer and has over 30 years experience in planning, traffic design, transport policy and traffic operations in relation to arterial roads and motorways in the State of Victoria. John has travelled widely both nationally and internationally and has studied motorway design and operation and the many control systems used around the world which ultimately led to the development of a unique “system-wide” management approach to the design and operations of motorways.
For the past 10 years John has championed the Managed Motorway Program at VicRoads which has developed a “system-wide” approach to the operation of motorways which ensures motorways now operate at maximum efficiency under congested conditions. John regularly presents at conferences as an expert on Managed Motorways and also lectures at several universities in Melbourne. He has also published several handbooks on the design and operations of motorways.
